Which villain would make the biggest positive difference if they changed sides?

Not just “which villain could be redeemed,” but which villain already has the intelligence, resources, influence, or long-term vision that, if they truly changed sides, could actually make a meaningful positive impact on the world.

Assume they keep their resources, networks, and abilities. They’re not starting from zero. They just see the world differently and want to make a difference.

Who do you think could do the most good if their goals shifted, even slightly?

I’ll start with Doctor Doom.

If Doom genuinely wanted to do good and kept his resources, Latveria, and his brain, he could fast-track global medicine, energy, and tech in a way almost nobody else can touch.

The scary part is the same thing that makes him effective: he’d probably still think he knows better than everyone. Who beats Doom on pure “impact” if they flipped?

I'll acknowledge your Doom card and raise you .... Kang. He has Doom's resourcefulness with a time-travelling upside. For DC, I'd go for Brainiac.
